That's probably the most squabbled over passage in the Bible :)
I haven't seen all the theological arguments, but the most popular one is that the verse was added in later by scribes and not originally from Paul (something that would make the Bible inherently wrong, so those theologians probably won't fare well :)
The second argument (more plausible) is that Paul was referring to the Corinthians. If we look at chapter 14 as a whole, we see a lot of instructions for people not to speak out of turn. In other words, this passage is not sexist specifically, but instead trying to restore order to a church where everyone spoke whenever they wanted to, effectively drowning out everyone.
Some people believe this specific verse was connected to the historical discrimination of women - in that they were often uneducated, and thus had no idea what they were talking about when they asked things or preached in churches. Because it would take too much time to educate everyone at church, the husband was supposed to provide the education women didn't get at home.
Now having said all of that, I don't think any of these explanations are right. But don't shoot the messenger! ;)
