The best players in the world are always dressed so nice at tournaments. But players rated 1250 don't wear suits to get mated in 7 moves or drop a rook and 2 queens.

Maybe the threshold is when they pay you for chess related stuff. If you're somewhat desirable to sponsors, or to be interviewed or something, I guess at that point you need to start doing it. In other words, when you have something to win by wearing a suit, or something to lose by not doing it.
Rating has nothing to do with dress code. But I slapped something together to brainstorm something up for different types of attire that might be appropriate for different ratings:
1000 Joggers;
1200 Casual;
1400 Sporty, but not hoodie;
1600 Pullover & Trouser;
1800 Shirt & Trouser;
2000 Expert choices;
2200 Master stylish choices;
2400 Sporty GM;
2600 GM Suite; and
2800 Pick something that speaks for itself.
You can choose the perfect clothing for any occasion. Just don't dress up better than the highest rated players, the arbiters or the organiser. It makes them look bad or you over dressed. Just look clean and wear something comfortable when you go to an event. If you are invited, then maybe you might want to drop the casual stuff and dress up modestly. I would skip the tuxedo effect. To me that's over rated and over dressed.
