Draw offers after each move

I think that players such as @GuiltyKing_UM are cheaters.
It's a bad sportsmanship to offer draw after each move. It's annoying. It's not only makes difficult to focus on the game, but yet makes impossible to make quick moves because browser cancels moves during receiving draw offer.
There are many possible ways to stop this: to restrict number of draw offers to one or to hide draw offers from opponent until opponent decides to offer draw too.
What do you think about this?
Its annoying.. I have had a lot of people offer draws especially anons after every move once they hang a piece. Not much more lichess can do unfortunately.
IMHO the draw button should stay toggled "on" until (on a future move) toggled "off". Such a design would solve several problems including this one, and I haven't yet heard a serious downside to the design...

The one I can think of is that your opponent, moving despite your draw offer, makes a blunder but then accepts the draw offer before you can toggle it off
I think it should be like in real life chess - you're only allowed to offer draw once and if your opponent declines and later offers you a draw and you decline then you're allowed to offer a draw once more.
If my opponent offers too many draws (more than one) I block that person so it never happens again. Personally I would rather try to repeat the position 3 times than offer a draw. If my opponent does not cooperate that means No.
kordilak is this an US rule, because in Fide Rules the same player can offer a draw as soon as the character of the position has changed. but this is not to judge by an angine and so not easy to implement here. I would think that 3 Offers for each 30 moves should be ok for both sides
Unfortunately, blocking is not working. I blocked that cheater and thought I was ok but I was wrong. Now that bot is trolling me with draw offers again.
I am really not understanding why it is so difficult to developers to disable multiple draw offers.
